Code Review

This pull request updates the CHANGES.md file to document several new changes, including enabling CodeQL scanning alerts, upgrading the IO Expansion Service to Java 17, switching the YAML js2py library to Quickjs, and adding new YAML transforms (HuggingFaceModelHandler, WriteToMongoDB, and WriteToDatadog). The review feedback suggests minor improvements to the release notes, specifically correcting capitalization and punctuation for the CodeQL entry and properly capitalizing "QuickJS".

Important

The consumer version of Gemini Code Assist on GitHub is being sunset. Starting June 18, 2026, new organization installations will be blocked, and all code review activity will officially cease on July 17, 2026.

Overall CHANGES.md update doesn't need to be cherry-picked. When release gets finalized the release annoucement is copied from the current HEAD's CHANGES.md
